Lake of the Commons - Event Permit 2026
The Lake of the Commons is available for small special events, subject to the following conditions and restrictions:
- Events may be held between 8am-9pm.
- Maximum attendance: 300 people
- Maximum of 12 pop up tents
- No food trucks
- No glass containers
- Sidewalks must not be blocked
- Access to power and water is not available
- No road closures, including the turnarounds at Nyberg Street and Seneca Street
- The splash pad will remain open and will not be closed for special events
- Event permit does not exclude the public from using the park. Activities must not block or otherwise impede the use of the bridge, pathways or other areas of the park for other users.

When is a Special Event Permit Required?
A Special Event Permit may be required for activities that:
- Involve a large gathering relative to the typical use of the site, including use of public parks, streets, or rights-of-way
- Are advertised to the public and do not occur regularly at the location
- Create a significant impact on public property or City-owned easements
- Use sound amplification devices
- Include tents or other temporary structures
Permit Application Requirements
All Special Events require a permit issued by the City. Depending on the nature and size of the event, additional documentation may be required, including but not limited to the following:
- Events of a certain size or complexity may require an additional fee for city staff support.
- Certificate of Insurance - To see what the Certificate of Insurance looks like and the coverage requirements, please refer to our Sample Certificate of Insurance. Requirements noted in Red.
- The Event Helper is a low cost insurance policy that protects you from liability related to injuries and damage that may occur during your event or activity. The Event Helper application.

- Traffic Control Plan, if applicable
- Oregon Liquor Control Commission (OLCC) Permit: If alcohol use is planned for your Special Event, submit OLCC permits with your application. Please call OLCC at 503-872-5070 to determine and/or confirm if you need an OLCC license. OLCC can take 10-30 days to process a license. The OLCC license must be visible in the area where alcoholic beverages are being served.
- Temporary Restaurant License & Food Handler Certificate: Food trucks are not permitted. Food vendors operating from a pop up tent may require a permit from Washington County.
SPECIAL EVENT PERMIT APPLICATIONS ARE DUE A MINIMUM OF 45 DAYS PRIOR TO EVENT. All documents must be received within 14 days of the event.
