Ordinance No. 1454-26 would adopt a city-initiated plan text amendment to the Tualatin Development Code (TDC) to include the keeping of domestic fowl as a permitted use in the Low Density Residential District (RL). The amendment is limited to Chapters 39 and 40 of the TDC. Amendments to the Tualatin Municipal Code (TMC) and related regulations for the keeping of domestic fowl were considered under companion Ordinance No. 1455-26.
On March 9, 2026, the Council considered PTA 26-0001 and Ordinance No. 1454-26 to expand the TDC regulations for backyard chickens to include domestic fowl. At the hearing, Council conducted a first and second reading of Ordinance No. 1454-26. The vote to adopt the Ordinance received a majority of four in favor, and two against.
Under Charter Section 35, an ordinance may be enacted at a single meeting if the vote is unanimous by all Council members present. Since Ordinance No. 1454-26 did not receive unanimous approval, the item returned to Council for a second meeting on March 23, 2026 where Council voted to approve the ordinance with four in favor, and three against.
