Overview

The Oregon Legislature, in partnership with the Governor, allocated $5 million from the State General Fund, which will be combined with $5 million redirected from existing programs at the Oregon Business Development Department (Business Oregon), for the purpose of providing financial assistance to small businesses adversely affected by economic conditions associated with the COVID-19 pandemic that have not received federal emergency assistance under the federal CARES Act or other federal program for emergency pandemic funding. 

Many communities throughout Oregon are providing local assistance to small businesses, and this announcement provides up to a 1:1 match to augment these community-level assistance programs.

Business Eligibility

  • Businesses and registered non-profits 501(c)(3) with 25 or less employees. Priority will be given to businesses.
  • Businesses must have a current Tualatin business license.
  • Businesses must be adversely affected economically in either one of the following two categories:
    • Those for-profit and non-profit (limited to 501(c)(3) corporations) businesses that were prohibited from operation as directed by the Governor of Oregon’s Executive Order No. 20-12.
    • Those for-profit businesses that can demonstrate a one month decline in sales due to the COVID19 epidemic of 50% or more in one or more of the months of March, April, May, June, July or August 2020 as compared against sales in the month of January 2020 or February 2020, or for companies with cyclical or seasonal sales, compared with the comparable month in 2019. Those 501(c)(3) non-profit businesses that can demonstrate a decline in revenue due to the COVID-19 epidemic of 50% or more in the months of March, April, May, June, July or August 2020 as compared against revenue in the month of January 2020 or February 2020, or for non-profits with cyclical or seasonal revenues, the comparable month in 2019.
  • No national chains. National chains are defined as franchises/for-profit corporations that are not headquartered in the State of Oregon or Washington County, Oregon; except in the case where the franchisee or brand has a Tualatin-based owner and the brand has no more than one location within the Tualatin city limits at completion this grant.
  • Headquarters must be based within 25 miles of the City of Tualatin City Center.

Business Ineligibility

  • Non-Tualatin owned and based businesses
  • Business that are restricted to patrons 18 years or older.
  • Passive real estate holding companies and other entities holding passive investments.
  • Non-profit entities that do not have federal 501(c)(3) status.
  • Businesses that are delinquent on federal, state or local taxes that were due before April 1, 2020.
  • Businesses that do not comply with all federal, state and local laws and regulations.
  • Businesses that do not otherwise meet the eligibility requirements sets forth above.

Award Amounts

The award disbursement is based on the number of employees before the COVID-19 crisis and the documented amount of fixed operating expenses for the 60 day period of January 1 through February 29, 2020. If you received Federal CARES Act Funding (PPP, EIDL, etc.) the amount received will be less the amount you received from other CARES Funding Sources.

Tax Responsibility

Recipient is responsible for all state and/or federal taxes applicable to any portion of the grant.

Program Timeline

The application will be on a rolling basis until all funds are distributed.
