Overview

The Year 2020 has seriously hindered Tualatin businesses’ long term financial and operational stability. Since March, the City of Tualatin has deployed nearly $860,000 to 110 businesses through emergency business grants in efforts to mitigate the financial impact of the COVID-19 pandemic.

As we close the Year 2020, the City of Tualatin intends to continue to support our local businesses in efforts to propel them to success in 2021. The City of Tualatin Business Assistance Program, a subprogram of the Economic Stabilization Fund, is intended to provide local businesses with extra capital to create a financial buffer during the “slow months of winter" who have been affected by recent government restrictions and have previously not been assisted by the City of Tualatin.

We understand that another “grant application” is exhausting. However, the City of Tualatin has $442,000 remaining in Federal CARES Act funding that must be spent by December 30.

Business Eligibility
  • Located in the municipal limits of Tualatin.
  • 100 employees or less.
  • Current Tualatin business license.
  • Businesses must be adversely affected economically in either one of the following three categories:
    • Prohibited from indoor operation as directed by Governor Brown's Two-Week Freeze or current restrictions. (Executive Order 20-65)
    • Decline in revenue OR net income due to the COVID19 epidemic of 10% or more in the time period of October 2020-December 2020 compared with the comparable months in 2019.
  • No national chains. National chains are defined as franchises/for-profit corporations that are not headquartered in the State of Oregon or Washington County, Oregon; except in the case where the franchisee or brand has a Tualatin-based owner and the brand has no more than one location within the Tualatin city limits at completion this grant.
  • Headquarters must be based in the State of Oregon
Business Ineligibility
  • Has received funds from the City of Tualatin.
  • Non-Tualatin owned and based businesses
  • Business that are restricted to patrons 18 years or older.
  • Passive real estate holding companies and other entities holding passive investments.
  • Businesses that are delinquent on federal, state or local taxes that were due before April 1, 2020.
  • Businesses that do not comply with all federal, state and local laws and regulations.
  • Businesses that do not otherwise meet the eligibility requirements sets forth above.
Award Amounts

Commercial-based businesses:       Two months-worth of rent up or 60-day expenses not to exceed $10,000
Residential-based businesses:         $1,500

If funding is left after submitted applications are judged based on established judgement criteria and notification of awards, the City of Tualatin will disburse remaining amount to all prior grant recipients (except those who have received funds since December 1) who are affected by the current restrictions. Verification will be required.

Tax Responsibility

Recipient is responsible for all state and/or federal taxes applicable to any portion of the grant.

Incomplete applications will not be accepted by the City.
