Whether it's the big screen, the small screen, a silver screen or a blue screen, the City of Tualatin is here to help you reach your film production goals. We hope you will think of your filming experience in Tualatin as one that is highly efficient and reel simple. Please take a moment to learn more about the character of our program below so that you can get a better grip on how our process works then you're ready for action.

Production Permit Application
A Film Production Application is required per Tualatin Municipal Code (TMC) 9-7-005 for all non-exempt productions. The Film Production Permit Application assists the City in providing streamlined services to production companies filming in Tualatin and is also utilized as a tracking tool to follow and record filming activity within the City.

The film permit application procedure involves filing one out of the two Film Production applications described below.

Film Production Permit Application (Minor) - This application is for smaller productions that do not require staging, utilization of public services or facilities or insurance coverage. Submittal requirement for this application is no later than 24 business-day hours prior to commencing filming activities.  No Fee

Film Production Permit Application (Major) - This application is for larger productions that require staging, utilization of public services or facilities and insurance coverage. Submittal requirement for this application is no later than five (5) business days prior to commencing filming activities. Application Fee: $50, Film Production Permit Fee: $1,000

NOTE: Significant traffic impacts and/or public safety concerns ancillary to the production require submission of the Film Production application no later than ten (10)business days prior to commencing production activities. Please contact Economic Development Division with questions regarding the impacts of your production.

Applications will require:

  • relevant contact information
  • proposed dates of filming activities
  • location(s) of proposed filming
  • description of proposed filming activities
  • estimated number of cast and crew
  • acknowledgement of anticipated public services
  • indication of potential closures (roads, sidewalks, etc.)
  • indication of special uses such as pyrotechnics, public or temporary structures, fire arms, animals, etc.

Filming Activity not Requiring a Permit Application
There are certain types of filming activity that does not require a permit in the City of Tualatin and they are as follows:

  • News Media
  • Personal Use/Non-commercial video
  • Not-for-Profit productions
  • Students engaged in completing school projects
